Why question paper format of engineering course such designed that many are likely to fail?

if you get one or two answer wrong then you will be either scoring very less or be failing

You see Here in Mumbai University about lacs of student apply for engineering and of them Few thousands of student pass and rest fail..
I Know They check paper strictly So you have to be More smarter to tackle thi...Like me :p :D lol
