For the topic you mentioned its really hard to form an opinion about the holocaust itself b/c everybody know it wa a bad thing lol. If it an arjument paper find a controversial topic; the Great Depression i a great one because so many people hate and love how FDR handled it and you could arjue why his tactics were a success or failure. I would go with that one and i have done a paper over that topic before.
