If you want to learn to program in Java, download Netbeans (free software) from http://netbeans.org/

Make sure that you download the JDK (Java Development Kit) as well. You can download a bundle that includes both the JDK and Netbeans from java.sun.com.

You can always test is Java is installed - not just downloaded. with assumption that is has been installed on you PC, it will be usually in Program FilesJava directory, where you can multiple versions saved in separate sub directories.
Also from a command line you can check (run cmd), what is a default version :
java -fullversion
Also you can check is java home is defined:
echo %JAVA_HOME%
Usually java compiler is not visible by default but youcan check with:
javac

what you downloaded is just to view java files, making games isnt easy it involves complex coding, unless you are familiar with java programming which i really do doubt since you had to ask this question, my advice quit now
