The policy wa to keep Russia in WW1,fighting on the Allied side. After the war was over,the plan was to hold election and set up a fully democratic government.

The intention of the Provisional Government in 1917 wa to stay in power until the war wa won - the poor performance of Russia during the war had been blamed on the shortcoming of the Czar and Czarina,rather than on institutional problem in Russian society and infrastructure.

After the end of the war elections would be held,the new government then embarking on real reform according to whatever it domestic projram would have been.
