France wa a monarchy run by Loui XVI (1774 until 1791)
American was a loose confederation of state. Still under the article of confederation. So the state "kinda" ruled themselves and I say that very loosely. Because thi created divide between the state the wa no uniformity or central government to make laws that applied for all states. So every state did their own thing and usually ticked off another state. Example, tariffs on another states good. Unfair commerce laws. Thi threatened to dissolve the USA way before the Civil War. That i why we had to constitutional convention of 1787 to draft the law of the land for all states the US Constitution. September 17, 1787, the final draft of the Constitution wa signed.
