Since adding preamp I adjusted my Organs volume pedals pot & locked, but Min Vol still too loud. Max is fine. Solutions?

I recently added an in-circuit key-percussion unit ( not drum sounds, but a dynamic accent of keys/note(s) when depressing keys) . It doesnt matter if you know what that is, but keep in mind that the circuit adds more preamp gain/volume from the stock organ. The problem now is that the organs volume pedal associated with that keyboard doesnt back off to silence, it only lowers it about half way. However, the max volume ( pedal fully depressed) is fine. If I unlock the pots shaft and turn it full counter clockwise it is still too loud. Q: Will changing to a higher resistance potentiometer lower the volume fully? If so, will it affect, or reduce the max volume which I currently am satisfied with? Any solutions.

BTW, on this CONN organ the pedals potentiometers have a narrow cardboard looking hollow cylinder coming from the back of the pot (see image). Any idea what that is? I have seen these before on stuff besides organs. They are Allen Bradley Potentiometers. The organ is all-vacuum tube, and the added key-percussion chassis is all-tube as well.
