 Post subject: Short circuit Voltage?

So I think this is very obvious, but would like some more dependable resources for it.

This morning an old extension cord shorted out (no fire, luckily). It was plugged in to a 110V socket. So the voltage accross this concise should be 110 V as I understand. Is this correct?
