Is there are relationship between the number of resistors in the circuit and the rate of power consumption of the electrical device? If yes, can this be proven? Thanks.

NO. I can have 5 resistor valued at 10 M each and have a tiny fraction of the power used by one 100 resistor.

It depends on the values of the resistor, the voltage, and the way they are interconnected with each other and the other component in the circuit.
