BLM final rule aims to curb venting, flaring on onshore federal lands

The US Bureau of Land Management issued a final rule aimed at reducing releases of natural gas into the atmosphere from oil and gas operations on onshore public and Indian tribal lands. Oil and gas associations were immediately critical. Two groups even sued in federal court, charging that the rule is a broad new air-quality regime that goes beyond authority that Congress grants BLM.

Interstate Natural Gas Association of America Pres. Donald F. Santa expressed disappointment on Aug. 24 with the US Appeals Court for the District of Columbias decision days earlier to vacate the US Federal Energy Regulatory Commissions approval of three Southeastern US natural gas pipelines.

US House panel examines federal onshore oil and gas permitting proposals

A US House Natural Resources subcommittee discussed four proposals on June 6 that Republicans said would make onshore federal oil and gas permit application processing more efficient and fair. Democrats warned that if the discussion drafts became law, they would discourage public participation in deliberations under the 1970 National Environmental Policy Act (NEPA).

Apache exiting Canada in three deals worth more than $700 million

Apache Corp.,
Houston, is selling all of its Canadian assets in three deals totaling
$713 million, or $927 million (Can.). Combined second-quarter production
from the assets averaged 300 MMcfd of gas equivalent, two thirds of
which was natural gas.

US crude oil and natural gas liquids production broke records in November and the first 11 months of this year, the US Energy Information Administration reported. Novembers total US crude production averaged nearly 11.7 million b/d, 15.7% higher than a year earlier, as NGL production for the month climbed 11.2% to an average of almost 4.6 million b/d during the same period, EIA said.

US LNG exports could play an important role in several South American
countries future energy strategies, speakers indicated during an Oct. 5
discussion at the Atlantic Council in Washington, DC. But the
countries governments also will be working out where private entities
might have larger roles in operations where state-run entities
previously have been dominant, they added.

The US natural gas and oil industry broke several records in January, according to the latest Monthly Statistical Report from the American Petroleum Institute. US total petroleum demand, as measured by total domestic petroleum deliveries, was 20.7 million b/d in January, which was down 0.2% from December but up 1.1% compared with January 2018. This was the strongest petroleum demand for January since 2005.

An oil and gas production well operated by BP Exploration Alaska Inc. in Prudhoe Bay has been killed and is no longer leaking informal gas, the Alaska Department of Environmental Prudence said in an Apr. 17 statement. Crews are now working to install a mechanical plug to permanently secure the well.
