FERCs new approach signals LNG project certification breakthrough

The US Federal Energy Regulatory Commission adopted a new approach for consideration of proposed LNG terminals that considers direct greenhouse gases from the facilities. It applied the approach for the first time when it considered and approved Venture Global LNGs Calcasieu Pass LNG export project in Cameron Parish, La., it said.

Morgan Stanley: Low European gas prices to prompt US LNG utilization cuts

European mainland gas prices have fallen now to about $5/MMbtu, a 50% decline from late September peaks. The loss in supply-demand is due to warmer weather, large LNG imports, and more active renewables. Morgan Stanley argues that poor pricing conditions are likely to prompt US LNG utilization rate cuts.

Future incremental Chinese demand for LNG will be met first from Australia and next by expansions to already approved US plants, Hans Kristian Danielsen, DNV GL Oil & Gas sales director and vice-president for marketing, told Oil & Gas Journal at the World Gas Conference in Washington, DC.

Global LNG trade will increase to a base-case 450 million tonnes/year by 2030, from roughly 300 million tpy currently, according to Accenture Strategy. The companys high-case projections approach 700 million tpy. Western Europe, China, and India will be on the receiving end of the bulk of this increase.

India has launched the third bid round under its Open Acreage Licensing Policy, offering 23 onshore and offshore blocks covering more than 31,000 sq km for exploration. Dharmendra Pradhan, minister of petroleum and natural gas, announced OALP-3 at the Petrotech conference in Noida, outside Delhi.

New Jerseys Department of Environmental Protection rejected three land use permit applications for Transcontinental Gas Pipeline Co.s (Transco) proposed interstate natural gas pipeline across the state on June 5. It also kept the door open for the Williams Cos. subsidiary to reapply for the permits.

US Senate, House bills try to ease FERC LNG project review logjam

US Sen. Energy and Natural Resources Committee member Bill Cassidy and two other Republicans on the committee introduced a bill on Mar. 1 aimed at reducing delays in decisions for LNG export terminals and other projects at the Federal Energy Regulatory Commission. S. 607 would address a shortage of qualified engineers, scientists, and mathematicians necessary to review such applications and begin to remove a serious backlog.

New Pennsylvania gas permits include methane recovery requirement

Pennsylvania Gov. Tom Wolf (D) and Department of Environmental Protection Sec. Patrick McDonnell jointly announced new general permits for unconventional natural gas wells and compression, processing, and transmission facilities that they said will reduce air pollution and establish a methane emissions control threshold.
