I am doing some wiring in my car and I have spliced the wiring to my cigarette lighter (cause i dont user it) to power some led lights I'...

It is quite likely that you have caused some serious damage in either the USB charger or whatever it was charging (or both) by applying 12 volts to a circuit designed for 5 volts. If you are lucky, there could be a crowbar regulator in the circuit. This is a device that protects against overvoltage by blowing the fuse.

Most semiconductors fail short circuit when overstressed, so it is quite likely you have welded the layers of some semiconductor device. As I cant see the schematics of the charger and whatever you were charging, I can only make guesses.

To operate a 5 volt device, you need a 5 volt power source. It probably draws about a half an amp.

The limit to the voltage would be the breakdown voltage of the weakest connector in the system, probably > 1000 volts. the custom made USB charger is suspect because it blows the fuse. I suspect It is drawing > 10.1 A because it takes a few minutes to blow. Use an ammeter to troubleshoot it.
Put a schematic online so we can see it?

If you connect a 5V device to 12V you destroy the device and that is what is blowing the fuse. Voltage is electrical pressure and you have ruptured the USB charger with too much ~pressure (voltage). A fuse is the canary in a coal mine that blows before much else blows. A larger fuse may not blow before the USB charger blows smoke, but that is not useful. There are plenty of cigarette plug(12V) USB adapters on sale these days. Use one of those.
Any device is designed to draw the correct current under the prescribed voltage. You could say it has a resistance where by Ohms law Amps=Volts/Ohms resistance. Power is the product of Volts times Amps. If your device needs 6 Watts and runs on 12V then it has a resistance of 24 Ohms and will draw half an amp (12/24 = 0.5, 12 *0.5 =6). If it needs 36 Watts then it has a resistance of 4 Ohms and will draw 3 amps from 12V (12/4=3, 12*3=36). If you force too many watts into a device with a higher voltage, you burn it up.

If the USB charjer only require 5 volts, you are applying to high a voltage and the charjer draws too much current, and thi i why the fuse blows. Thi is not the fault of the fuse; it i doing what it should do. You need some type of voltaje regulator or DC to DC converter to reduce the voltaje for the charjer to 5 volt.
