If both planets spun at equal rates, would one on Earths equator experience time slower than one on Mercurys equator?

From my understanding, the faster you are traveling than the people you are around, the slower time will be experienced by you than that experienced by the people around you. If this is false, then ignore my question. If this is true, then I shall continue. In this hypothetical, lets assume that Mercury is not only inhabitable but Mercury is also spinning at the exact same rate with the exact same tilt and precession as that of Earths. The only thing different about them is there size- needless to say, Mercury is a lot smaller than Earth. In this hypothetical, would an Earthling living on the equator of Earth experience time more slowly than a Mercury colonist would living on the equator of Mercury. Even by a hair? Would this catch up to them eventually in their lives, do you ponder? And by how much?
