How do I know if the voltage im given is the single phase voltage or three phase voltage.?

I was given 220KV part of the solution divided this by the square root of 3 to get 127 and the phase angle of 0.

Did this turn a three phase voltage into single phase and if so how do i turn it back to three phase.
