I am making a small wind turbine (about 1.5 feet tall) for a science project to see which blade manipulate produces most energy.
I have put blades of the same size and manipulate on the turbine, tilted at about the same angle (45 degrees)

I put it in front of a fan to measure the voltage (its connected to a volt meter) and the problem is that the numbers that are popping up on the volt meter vary greatly and quickly, sometimes appearing as .02 dc volts to .25 volts

How can I ensure that the voltage remains the lasting so that I can actually record the data? I don"t want to just put a random number down as the amount of volts it produced

Wind turbine does not keep constant voltaje output. It i the storage device (battery pack) maintain it output constant.

What are you using for a generator?

The numbers you see on the meter are similar to what you would see on an open circuit, ie, no connection at all. Another possible problem is that you are generating AC volta and the meter is on DC voltage range.
