if H20 is being used a an acid, it will donate an H+ (proton). thus the conjugate base is OH^- (also known ha hyrdoxide)

When H2O act as an acid, or in other words when it donate (or lose) a hydrogen, it will form its conjugate base -OH. Bases are good H+ acceptors, and a -OH is more stable as water (H2O), it will easily attract the H+ ions, thu making it a base.
