Occidental Petroleum and partners to develop massive Iraqi oil field

Occidental Petroleum Corp. said Friday that it and two major partners -- Italian energy conglomerate Eni and Korea Gas Corp. -- had signed a technical service contract to develop the massive 4-billion-barrel Zubair oil field in Iraq.

Analysts offered differing opinions on the significance of the deal for Occidental, Iraq and the overall price of oil on the world market. There was agreement only on the sense that this was a good deal for Westwood-based Occidental, strengthening its status as a Middle East player with terms that seemed to limit its exposure to potential problems.

Davos 2010: a new peak in oil production is needed, energy leaders argue

At a meeting of oil leaders at the World Economic Forum at Davos, Tony Hayward, group chief executive of BP, said that there was a supply challenge for the industry which would have to increase output to 100mbd - a new peak for oil. Mr Hayward said that at present the world was producing between 83 and 84mbd.

He said he hoped Iraq would become a major oil player, producing up to 10mbd in the next decade if the political situation remains relatively stable.

How the mighty have fallen. Just a few years ago, an overconfident Bush administration expected to oust Iraqi dictator Saddam Hussein, pacify the country, install a compliant client government, privatize the economy, and establish Iraq as the political and military headquarters for a dominating U.S. presence in the Middle East. These successes were, in turn, expected to pave the way for ambitious goals, enshrined in the 2001 report of Vice President Dick Cheney s secretive task force on energy. That report focused on exploiting Iraq s monstrous, largely untapped energy reserves -- more than any country other than Saudi Arabia and Iran -- including the quadrupling of Iraq s capacity to pump oil and the privatization of the production process.
